Yes, he is an arrogant bully in his school days. But bullies are not necessarily overall bad people. As a teacher I sometimes see kids being mean to each other, but generally being good kids. The bullying is not good and needs to be stopped, but the kids are not evil and definitely won’t grow up to be violent criminals. People love redemption stories. Personally, I find fanfic versions of Draco quite compelling. I like AUs where the author interrogates ripple effects from minor changes (e.g., in linkao3(stealing harry by copperbadge), Lucius goes to Azkaban for being a Death Eater when Draco is a baby, so he grows up domineered by his mother and terrified of his father). Pansy was a good fit for the immature Draco at Hogwarts; Astoria was the perfect fit for the more mature Draco in life after Deathly Hallows. He married Astoria and was by all accounts a loving and faithful husband, meaning he would've severed all romantic ties with Pansy.

If Harry grew up like Draco then I am pretty sure he would be a spoiled brat, vice versa with Draco.. if he grew up like Harry he would have been more likeable and a 'good' person. Meeeeh most people with Harry's background would have had many many behavioral problems, specially as teenagers.
