The name of the game has the word Redemption in it. Honor is limited either way so it can allow you to change direction and still reach the max level after changing. On the plus side this mean you can be as bad as you want early in the game and not have to worry about it. BLM actually stands for Bureau of Land Management.

Doesn’t matter if you wear a bandana you’ll loose honor. Honor is Tied to the actions you do. Doesn’t matter witnesses. Killing enemies in story missions or robbing people in missions doesn’t affect honor, but decisions where you have to make a choice on a persons life do.
